īoth crafts handle this position differently. Also, what is the form that shows you are 204b? Is it form 50? Can you ask person to provide said form to prove they are indeed higher level? At my office it wouldn't surprise me if they even are 204b, and just playing as one. Can a 204b, either city or rural, go back to their route whenever they want, and back to supervisor? We have a city carrier who seems to do this every other week.
